    中国石化新闻网讯 据全球石油新闻2019年12月10日华盛顿报道，美国能源信息署(EIA)署长琳达·卡普阿诺周二表示，由于航运公司将遵守1月1日的IMO 2020新规，明年全球对轻质原油的需求增加将使这种原油的价格每桶上涨2美元，但随着市场调整，价格影响将会逐渐消失。

    卡普阿诺同时对参议院能源和自然资源委员会表示，由于全球经济增长放缓将抑制石油需求增长并扩大石油库存，EIA预计明年原油和成品油价格将面临下行压力。

    卡普阿诺说，虽然实施国际海事组织（IMO）的0.5%硫含量限制对油价的影响相对较小，但全球航运和炼油行业将如何应对仍有许多未知之处。

    她说：“在短期内，与更大、更活跃的港口相比，更小、更偏远的港口可能面临后勤和燃料供应问题。然而，我们相信供应模式将随着时间的推移而演变，船东将会适应潜在的短期燃料供应混乱。”

    EIA预计，2020年布伦特原油均价每桶将为60.51美元。布伦特原油2018年平均价格为每桶71.19美元。

    EIA sees $2/b bump in light crude prices next year on IMO 2020

    Higher global demand for lighter crudes will boost prices by $2/b next year as shippers comply with the January 1 marine sulfur cap, but the price impact will dissipate as the market adjusts, US Energy Information Administration chief Linda Capuano said on Tuesday.

    At the same time, EIA sees downward price pressure on crude and refined products as slower global economic growth trims oil demand growth and expands oil inventories, Capuano said.

    While Capuano testified that implementation of the International Maritime Organization's 0.5% sulfur limit would have relatively muted price impacts, she said many unknowns remain about how global shipping and refining industries will respond.

    "In the short term, smaller, more remote ports may face logistical and fuel availability issues compared with larger, more active ports," she said. "However, we believe that supply patterns will evolve over time, and shipowners will adjust to potential short-term dislocations of fuel."

    EIA expects Brent crude to average $60.51/b in 2020. Brent averaged $71.19/b in 2018.
