The 3rd Lancang-Mekong Sub-region Forum on International Rule of Law Held in Kunming

3月23日，由中国行为法学会、云南省法学会、云南警官学院主办，澜沧江－湄公河综合执法安全合作中心协办的第三届“澜沧江－湄公河次区域国际法治论坛”在云南警官学院举行。

On March 23, the 3rd Lancang-Mekong Sub-region Forum on International Rule of Law, hosted by China Behavioral Law Society, Yunnan Law Society, Yunnan Police College, and co-organized by LMLECC, was held at Yunnan Police College.

云南省委常委、政法委书记，省人大常委会副主任杨亚林出席论坛并讲话，中国法学会副会长江必新出席论坛并作“打造命运共同体筑牢安全屏障”主旨演讲，云南警官学院党委书记胡水旺、中国行为法学会会长董治良和中心代理秘书长尤小文分别致辞，云南省法学会会长张太原、缅甸驻昆明总领馆吴多达昂总领事、泰国驻昆明总领馆唐达峰警上校、越南驻昆明总领馆梁春胜领事出席论坛。云南省高级人民法院、省检察院、省司法厅、省安全厅、省社科院、中国人民大学、中国政法大学、上海政法学院、中南财经政法大学、云南大学、云南师范大学、云南财经大学、云南民族大学、昆明理工大学、昆明市中级人民法院、昆明市委政法委、云南省律师协会等有关单位领导和专家学者、中心姜水副秘书长、李大吴副秘书长及所属部门职员和云南警官学院干部教师共200余人参加论坛。云南警官学院副院长孙学华主持论坛。

Mr. Yang Yalin, member of the Standing Committee of the Yunnan Provincial Party Committee, Secretary of the Commission of Political and Legal Affairsand Deputy Director of the Standing Committee of the Provincial People's Congress, attended the forum and delivered a speech. Mr. Jiang Bixin, Vice President of the China Law Society, attended the forum and delivered a keynote speech on "Building a Community with a Shared Future and Building a Strong Security Barrier". Mr. Hu Shuiwang, Secretary of the Party Committee of Yunnan Police College; Mr. Dong Zhiliang, President of the Chinese Behavioral Law Societyand Mr. You Xiaowen, Acting Secretary-General of LMLECC delivered speeches respectively. Mr. Zhang Taiyuan, President of Yunnan Law Society, Mr. U ThawTar A, Consul General of the Consulate General of Myanmar in Kunming, Mr. Thatchapong Sarawana-Ankura, Police Colonel of the Consulate General of Thailand in Kunming, and Mr. Luong Xuan Thang, Consulof the Consulate General of Vietnam in Kunming also attended the Forum.More than 200 leaders, experts and scholarsfrom Yunnan Provincial Higher People's Court, Provincial Procuratorate, Provincial Department of Justice, Provincial Security Department, Provincial Academy of Social Sciences, Renmin University of China, China University of Political Science and Law, Shanghai University of Political Science and Law, Zhongnan University of Economics and Law, Yunnan University, Yunnan Normal University, Yunnan University of Finance and Economics, Yunnan Minzu University, Kunming University of Science and Technology, Kunming Intermediate People's Court, the Commission of Political and Legal Affairs of Kunming Municipal Party Committeeand Yunnan Lawyers Association, etc. , as well as Mr. Jiangshui, Deputy Secretary-General of LMLECC, Mr. Davuth Ly, Deputy Secretary-General of LMLECC, relevant staff members of LMLECC and facultyof Yunnan Police College. Ms. Sun Xuehua, Vice President of Yunnan Police College, chaired the forum.

本届论坛以“澜湄国家命运共同体建设中的安全协作”为主题，中外专家学者开展学术交流，并征集学术论文168篇，汇聚了与会专家学者的智慧，凝聚了澜湄次区域国际法治合作交流的理论与实践共识，充分凸显了云南法学界、中国法学界、次区域法学界和实务工作者对区域安全、共商共建、共同发展的使命担当，回应了“澜沧江－湄公河合作第四次领导人会议内比都宣言”的核心倡议，对促进澜湄次区域优势互补、法治协同，丰富和发展澜湄合作机制，推动澜湄次区域命运共同体建设与发展产生重要影响，为下一步深入开展澜湄次区域国际法治合作对话，推进构建服务区域稳定发展的法治保障框架奠定基础。

With the theme of "Security Collaboration in Building Lancang-Mekong Community with a Shared Future”, experts and scholars conducted academic exchanges and a total of 168 academic paperswere collected. The forum brought together the wisdom of participating experts and scholars, and condensed the theoretical and practical consensus on international legal cooperation within Lancang-Mekong sub-region. It fully highlighted the contributions of participating experts and scholars for common security, construction and development of the sub-region, and responded to the core initiatives of the "Nay Pyi Taw Declarationof the Fourth Mekong-Lancang Cooperation Leaders’ Meeting". It promoted the complementarity and collaboration of rule of law among Lancang-Mekong countriesand enriched the Lancang-Mekong cooperation mechanism, which will facilitate the building of Lancang-Mekong community with a shared future. In addition, it will lay a foundation for in-depth dialogue on international rule of law cooperation, and provide legal supports for the stable development of Lancang-Mekong sub-region.
