专访西南政法大学校长林维：大学可以为人工智能行业培养针对性的高素质人才

近年来，人工智能技术的产业化进程不断加快，催生了法治供给的新需求。各国在法律层面如何协调统一、加强国际合作？在推进人工智能法治建设中，大学能发挥什么作用？

8月15日，在重庆举办的2024世界青年发展论坛数字发展主题论坛上，西南政法大学校长、重庆数字法学研究会会长林维分享了他的观点。

2023年，中国发布《全球人工智能治理倡议》，强调发展人工智能应坚持相互尊重、平等互利的原则，各国无论大小、强弱，无论社会制度如何，都有平等发展和利用人工智能的权利。

在接受中国青年报专访时，林维表示，各国需要积极参与人工智能国际治理，为人工智能发展争取良好的发展环境，同时，也需要积极向人工智能强国学习，出台更加有利于本国科技创新的人工智能法律政策。“大学可以为人工智能行业培养针对性的高素质人才，为人工智能企业发展提供法治保障。”林维说。（中青报·中青网记者徐丹阳白杨耿学清实习生陶思阅）

In recent years, the rapid industrialization of AI technology has created new demands for the supply of rule-of-law expertise. How can countries collaborate to harmonize their legal frameworks and enhance international cooperation？In promoting the construction of AI industrial legislation, what are the universities’ significant innovative measures?

On August 15th, at the 2024 World Youth Development Forum - Thematic Forum for Digital Development, Lin Wei, President of Southwest University of Political Science and Law, and Chairperson of Chongqing Digital Law Research Society, shared his views.

In 2023, China issued the Global AI Governance Initiative, emphasized that all countries, regardless of their size, strength, or social system, should have equal rights to develop and use AI.

In an exclusive interview with China Youth Daily, Lin Wei said that countries need to proactively participate in the international governance of AI in order to foster a friendly environment for AI development. At the same time, they should learn from other countries with advanced AI development, promulgate favorable AI laws and policies to incentivize scientific innovation. “The universities can cultivate talents specifically tailored for AI industry and also provide legal safeguard for the development of AI firms,” said Lin Wei.
