　　2020年是个不平凡的年份。2020年，新冠疫情席卷全球，全球经济政治不确定性增强，各行业面临全新的机遇与挑战。

　　历经2020年的洗礼，站在全新的2021年，世界500强与行业领先企业的商业领袖们，对于自己与家庭的联系，对于所在企业及行业发展及全球化与合作共赢均有了新的理解。

　　今年的“CDF之声”栏目，论坛秘书处邀请参会代表们以“我的2020”为题，分享过去一年来自己与他们所领导的企业、所在行业与国家的共同经历与感受。今天发声的是渣打集团行政总裁温拓思（Bill Winters）。

　　温拓思表示，2020年疫情中，渣打银行通过融资支持及直接捐赠的方式，对许多受疫情影响的企业提供了支持。中国率先成功地控制疫情，并在国内外推进疫苗接种工作。中国已经回归增长，渣打也回归到增长模式。渣打银行衷心感谢中国政府的相关部门，为银行在国内的长足发展创造了良好的环境。

疫情不仅带来冲击，也在催生变化。远程办公需求巨大，灵活工作的理念不断加强。

中国市场一直以来都是渣打集团的战略核心，渣打在中国市场已经运营超过160年。随着中国债市和股市的不断开放，渣打致力于把国际投资者“引进来”；同时，也助力中国企业“走出去”，在“一带一路”或其它市场开展业务。

中国已承诺到2060年实现碳中和。温拓思认为，无论对于世界还是中国，碳中和都意味着根本性的改变，重塑商业模式势在必行。渣打希望能够扮演一个非常有意义的角色，不仅仅是在中国，也包括支持中国在海外市场的投资和地位。

　　渣打集团和我本人非常高兴能参与今年的中国发展高层论坛。谨此衷心感谢主办方出色的协调工作，使此次论坛在网络会议的形式下依然保持了活跃的交流气氛。

　　自上次我有幸以在线形式参与中国发展高层论坛以来，很多事情都已经发生了变化。最重要的是，我们看到中国在国内成功控制疫情，并在国内外推进疫苗接种工作。同样，渣打也一直在有效且高效地经营业务。在我们营运所在的区域，专注于服务客户和社区。中国已经回归增长，渣打也回归到增长模式。为此，我谨向渣打中国的所有同事表示衷心的感谢，他们通过出色的工作，保障业务运营与发展，竭诚为客户和社区服务。同时，我也要衷心感谢中国政府的相关部门，为我们在国内的长足发展创造了良好的环境。

　　当然，疫情也在催生变化，我们也已经习惯于远程办公，有些事情再也无法回到原来的状态，我们面向整个员工群体推出了灵活工作的理念。我们的员工队伍对远程办公需求巨大，我们正在完善相关设施，从而既能确保业务继续平稳高效运行，又能让大家利用我们正在创建的协作空间，继续合作并享受灵活办公的益处。

　　在疫情期间，我们一直把对同事、客户及我们服务的社区的关切放在首位，除了帮助大家顺利实现远程办公外。我们还设立了10亿美元的基金，为通过各种方式应对新冠肺炎疫情的企业提供融资支持，在优惠补贴条件下，该融资基金最早的受益者之一是我们的一家位于浙江和广东的客户，在疫情期间，该企业将其生产线转为口罩生产，我们在世界各地已有众多客户从这一融资项目中获得支持。我很高兴渣打能通过融资支持及直接捐赠的方式，在应对疫情的行动中贡献出我们的绵薄之力。在疫情初期，我们向武汉当地医院捐赠了医疗设备。随后，武汉一“解封”，我们便率先开设了渣打武汉外滩支行，该支行全力服务武汉及省内周边地区的中小企业。

　　中国市场一直以来都是渣打集团的战略核心，渣打在中国市场已经运营超过160年。随着中国债市和股市的不断开放，我们致力于把国际投资者“引进来”；同时，也助力中国企业“走出去”，在“一带一路”或其它市场开展业务，这些都是我们重点关注的核心领域，尽管疫情当前，但我们仍在2020年取得重大进展。我们对于大湾区和更广泛意义上的“一带一路”业务有清晰的战略规划，我们也是首批签署《“一带一路”绿色投资原则》的银行之一，这是渣打在全球范围关注可持续发展的关键组成部分，也与中国承诺到2060年实现净零碳中和的远大目标一脉相通。无论对于世界还是中国，碳中和都意味着根本性的改变，重塑商业模式势在必行。渣打希望能够扮演一个非常有意义的角色，不仅仅是在中国，也包括支持中国在海外市场的投资和地位。

　　我热切期待参与中国高层发展论坛接下来的专题讨论以及其他环节，再次感谢主办方的邀请，相信会在不久的将来，可以与各位面对面交流。

　　Standard Chartered and I are very pleased to participate in this year‘s China Development Forum．

　　I‘d like to thank the organizers of the CDF for the outstanding work they have done to keep this format alive despite the constraints of the virtual environment．

　　Much has changed in the year since I last had the privilege of participating in the CDF in virtual form． Most importantly， China has managed to contain the pandemic at home and to promote vaccine usage in China and abroad． Likewise， at Standard Chartered， we‘ve been able to operate efficiently and effectively． Staying very focused on serving our clients and serving the communities in which we operate． China has returned to growth， and Standard Chartered has returned to growth． For that， I’d like to thank my colleagues based in China who have done an outstanding job of keeping our business up and running， focusing on our clients， focusing on our communities， and also to thank the leadership in China for creating the environment for us to continue to thrive．

　　Of course， things have changed as well． We‘ve all figured out how to work remotely． And some things will never go back to the way they were before． And we’ve introduced the notion of flexible working across our entire workforce． We‘re getting tremendous demand from our employee population，and we’re putting the facilities in place to make sure that we could both continue to operate smoothly and efficiently， but also to leverage the collaboration spaces that we‘re creating so that people can continue to work together while enjoying some of the benefits - the flexibility．

　　Our approach through the pandemic has been to focus first and foremost on our own colleagues， on our clients and on the communities in which we operate． So apart from helping all of us cope with remote working， we set up a $1 billion fund to provide financing to companies who were fighting the pandemic in one way or another． This is subsidizing on concessionary terms， I‘m very happy to have reported that one of the earliest beneficiaries of this fund was a client of ours， operating in Zhejiang and Guangdong province， who has shifted their manufacturing to the production of masks． We’ve had dozens of clients around the world that has taken up this facility． I‘m glad that we could play our own small part in the fight against the pandemic， through our financing， but also through direct donations that we made to a number of very worthy causes． Early on in the pandemic， we donated medical equipment to local hospitals in Wuhan． Then it put us in an even better position to open up a sub-branch in Wuhan as soon as the lockdown was lifted there． And that sub-branch is focusing on SMEs across the city in the province．

　　China is strategically important for Standard Chartered． We‘ve been operating in China for over 160 years． We are very well positioned to help with the flow of capital， both into China from international investors， clearly a very， very important theme as the bond markets and the equity markets have opened up， but also helping Chinese companies to expand abroad through investments whether that’s in the Belt and Road or elsewhere． These have been key areas of focus for us， and we‘ve been able to make great progress in 2020 despite the pandemic， got a very clear focus on the Greater Bay Area， the Belt and Road more broadly． And we’ve been one of the first to sign up for the Green Investment Principles． And this is a critical part of Standard Chartered global focus on sustainability． It‘s also very much aligned with the great strides that China has made to manifest its commitment to achieve net zero carbon neutrality by 2060． This is a game-changer for the world and this is a game changer for China， and the need to reconfigure business models is absolutely fundamental． And Standard Chartered hopes to play a very， very meaningful role， both in China， but also in terms of China‘s investments and stance in the rest of the world．

　　So I very much look forward to participating in the rest of the CDF program and the panel sessions． Thank you again for having me． And I look forward to seeing you in person before too long．
