中国和埃塞俄比亚是全天候战略伙伴。两国同为发展中大国、金砖成员国，合作基础深厚、潜力巨大、前景广阔。特别是中埃两国在“一带一路”知识产权国际合作中开展了一系列务实合作。在第三届“一带一路”知识产权高级别会议召开期间，中国知识产权报记者采访了埃塞俄比亚知识产权局局长乌尔都·耶莫索·巴拉基，回顾了中埃知识产权合作的“高光时刻”。
China and Ethiopia are all-weather strategic cooperative partners. As both major developing countries and BRICS members, the two countries have had solid foundation for cooperation, great potentials and wide prospects. Especially in the Belt and Road cooperation on intellectual property, both China and Ethiopia have carried out a series of practical cooperation. During the Third Belt and Road High-Level Conference on Intellectual Property, China Intellectual Property News interviewed Woldu Yemessel Baraki, Director General of the Ethiopian Intellectual Property Administration (EIPA), recalling the "highlights" of China-Ethiopia IPR cooperation.

What has impressed you most so far about intellectual property cooperation between the China National Intellectual Property Administration (CNIPA) and the Ethiopian Intellectual Property Administration (EIPA) within the framework of the Belt and Road? Especially after Ethiopia was officially invited to join BRICS in 2023, what kind of cooperation do you expect the two sides to continue to deepen in the field of intellectual property?

中国国家知识产权局和埃塞俄比亚知识产权局的合作始于2011年，双方于当年签署了合作谅解备忘录（MoU）。在中埃两国科技、经贸、社会发展合作框架下，我们的合作旨在加强知识产权保护、促进意识培养和能力建设。具体包括加强专利审查领域的交流与合作、培训专利审查员、开展知识产权奖学金项目及信息交流与共享。加强知识产权合作也是“一带一路”国家的普遍愿景。
在过去几年中，我们成功实施了2016年签署的第一份行动计划。来自中国国家知识产权局的资深专家来到埃塞俄比亚首都亚的斯亚贝巴，为我们的审查员提供了专利和工业品外观设计方面的实用培训，培训跨度3年。去年，在中国国家知识产权局和世界知识产权组织联合举办的第十二届中国知识产权年会暨地理标志国际研讨会期间，我有幸在济南会见了中国国家知识产权局局长申长雨，回顾了我们的双边合作。在那次会议上，我们重申要扩大现有的伙伴关系，加强在知识产权创造、运用和保护相关事务上的双边关系，我还表达了进一步提升地理标志领域知识产权双边合作以大力支持乡村经济和促进乡村振兴的必要性。因此，中埃两局即将签署第二份行动计划，将我们的合作提升到更高水平。
加入金砖国家创造了难得的机遇。我们深知，金砖国家知识产权部门始终秉持着开放、包容、合作、共赢的精神。因此，我们期待在培训和审查员交流、国家知识产权战略制定和中小微企业知识产权战略制定，以及知识产权社会意识培养等方面得到更多支持。我们希望即将举行的第16次金砖国家知识产权局局长会议能够解决这些问题。
The cooperation started when the State Intellectual Property Office of the People's Republic of China (now CNIPA) and the Ethiopian Intellectual Property Office (now EIPA) signed Memorandum of Understanding for the cooperation (MoU) in 2011. Under the framework of cooperation in science, technology, economy, trade, and social development between China and Ethiopia our cooperation aims to strengthen intellectual property protection, promote awareness building, and capacity building. That includes strengthening exchange and cooperation in the field of patent examination, training of patent examiners, providing IPR-related scholarship programs and exchange and sharing of information. Strengthening IP cooperation is also a universal vision for Belt and Road countries.
In the last few years, we have successfully implemented the first Plan of Action signed in 2016. Senior experts from CNIPA provided practical training in Ethiopia on patent and industrial design to our examiners. The training was held in Addis Ababa in a time frame of three years (2016-2019). Last year I had the honor to review our a bilateral cooperation when I met with H.E Dr. Shen Changyu, CNIPA Commissioner, in Jinan city on the sides of the 12th China Intellectual Property Annual Conference and International Seminar on Geographical Indications organized jointly CNIPA and WIPO. During that meeting we reaffirmed to scale up the existing partnership and strengthen bilateral relations on matters related to the innovation, utilization and protection of intellectual property rights and I highlighted the need to upgrade the bilateral relations so as to include the GIs based IPR that highly support revitalization of rural economies and communities. As a result, China and Ethiopia are about to sign the second Plan of Action to elevate our cooperation to a higher level.
BRICS membership also creates a unique opportunity to even more strengthen the cooperation. We are aware that the BRICS IP offices uphold the spirits of openness, inclusiveness, cooperation and win-win result. Hence, we expect support in the fields of training and examiner exchange program; national IP strategy and promotion of public awareness; IP strategy for micro-, small- and medium-sized enterprises (MSMEs). We hope the upcoming 16th IP BRICS Head of Offices meeting will address these issues.

近年来，中埃两国就密切对接基础设施建设、绿色发展、投资兴业、非洲农产品输华“绿色通道”建设等事项达成诸多共识。您认为两局知识产权工作对这些事项产生了怎样的支撑与推动？今后希望继续在哪些方面加深合作？
In recent years, China and Ethiopia have reached many consensuses on issues such as infrastructure construction, green development, investment and entrepreneurship, and the "green channel" and trade financing quota for African agricultural products to enter China. What kind of support and promotion do you think the intellectual property work of the two offices has brought to these issues? In what aspects do you hope to continue to deepen cooperation?

诚然，中国和埃塞俄比亚保持着强有力的合作，在多个领域存在共同利益。今年7月，在亚的斯亚贝巴举行的第三届埃中科技合作联委会会议期间，双方签署了合作协议，进一步加强在技术转让、人力资源开发和建立科学实验室等方面的合作。我相信，这项协议将加强知识产权制度在促进创新和技术转让方面的作用。正如我之前提到的，我们将签署落实合作协议的第二份行动计划，我同样在金砖国家知识产权框架下提及要深化中埃知识产权重要合作领域。我们希望通过与中国国家知识产权局的合作，建立起一个做强科研机构、推动技术进步、促进技能发展和强化知识产权保护体系的创新生态系统。
It is true China and Ethiopia have maintained strong cooperation in various areas of mutual interest. One of the most relevant area of cooperation related to EIPA objectives and national goals is the recently (July 2024) cooperation agreement, which was signed during the 3rd Ethio-China Joint Committee Meeting on Scientific and Technological Cooperation in Addis Ababa to further strengthen cooperation in technology transfer, human resources development, and the establishment of scientific laboratories. I believe this agreement enhances the role of our IP system in promoting innovation and transfer of technology. As I mentioned earlier, we will sign the second Plan of Action for implementing our cooperation agreement and the areas I mention under the IP BRICS framework remain the most important areas to strengthen and deepen our cooperation. We aspire, in partnership with CNIPA, to build a robust innovation ecosystem through strengthening research institutions, advancing technologies, facilitating skills development, and enhancing our IPR protection system.

作为第三届高级别会议，它将为我们提供一个良好的机会，回顾并评价前两届会议决策的成效和进展。在我看来，前两届会议为中国和金砖国家加强与其他国家的知识产权合作创造了机会。事实上，包括埃塞俄比亚在内的大多数金砖国家都是发展中国家，社会公众对知识产权的认识有限，因此有必要让公众认识到建立强有力的知识产权保护体系的必要性，同时要不断加强知识产权管理部门的能力建设。很高兴看到，此次会议主题进一步突出了深化知识产权合作、促进区域发展。
总之，此次会议为所有与会者提供了一个独特的机会，分享全球知识产权制度的成功经验和变化趋势，制定切实可行的解决方案，利用知识产权促进各经济领域的发展和转型。我迫切希望与金砖国家，特别是中国国家知识产权局分享经验，了解更多全球发展动态，加强合作共促。（李杨芳 薛佩雯）
As this is the Third High–Level Conference, I think it will create an opportunity to appraise the status and achievements of the decisions of the previous two conferences. I understand that the previous conferences have created the opportunity for China and BRI countries to strengthen cooperation with a large number of countries on IPR. In fact, as the most of the BRI countries, including my country, are developing countries, the awareness of the public regarding IPR is very limited and it is very important to create awareness in the general public about the need for a strong IPR protection systems as well as strengthening the capacity of the IP offices. I am glad to see that the theme of the conference further highlights deepening IPR cooperation and promoting regional development.
In conclusion, the conference creates a unique opportunity to all participants to share both the success and contemporary changes prevalent in the global IPR system and devise practical solutions to utilize IPR for development and transformation in all sectors of economy. I am eager to share experience, learn more on global developments and strengthen cooperation with the BRI countries in general and CNIPA in particular. (by Li Yangfang/Xue Peiwen)
