    关于在中国认证国际金融理财师CFP的特别声明

　　11月22日，国际金融理财标准委员会(Financial Planning Standards Board，FPSB)，即通常所说的国际CFP组织，在其官方网站(www.fpsb.org)上，就其在中国的授权和CFP商标在中国的使用问题发表声明。该声明已经授权其在中国的律师发表。

　　国际金融

理财标准委员会(Financial Planning Standards Board：FPSB)是CFPTM、CFPCM、Certified Financial Planner和CFP商标（如图）在美国以外国家和地区所有权和使用权的拥有者，并负责督导和管理国际上广泛认可的CFPTM的认证。为保证全球CFPTM认证水准的一致性和有效管理本地认证工作，国际金融理财标准委员会在每个成员国家或地区选取一个非营利组织签订排他性的合作协议。

　　中国金融教育发展基金会(CFDFE)是一个非营利性组织，总部设于北京。作为该机构开展金融理财教育的执行者，中国金融理财标准委员会(Financial Planning Standards Council of China: FPSCC)，是国际金融理财标准委员会(FPSB)在中国唯一的合作伙伴，是唯一取得授权在中国开展CFP认证工作，管理CFP、Certified Financial Planner和商标（如图）在中国使用的机构。FPSB从未授权除中国金融理财标准委员会(FPSCC)以外任何其他机构在中国开展CFP认证或颁发CFP证书。

　　声明指出，国际金融理财标准委员会(FPSB)绝对没有与所谓“中国注册理财规划师协会”(CICFP)及其主要负责人有任何形式的联系和商业往来，也从未授权该机构在中国大陆和香港开设国际认证的CFP项目。

　　声明强调：根据中华人民共和国社会团体登记管理条例第三十五条“未经批准，擅自开展社会团体筹备活动，或者未经登记，擅自以社会团体名义进行活动，以及被撤销登记的社会团体继续以社会团体名义进行活动的，由登记管理机关予以取缔，没收非法财产；构成犯罪的，依法追究刑事责任；尚不构成犯罪的，依法给予治安管理处罚。”目前，没有任何证据可以证明“中国注册理财规划师协会”是一个合法组织。国际金融理财标准委员会(FPSB)和中国金融理财标准委员会(FPSCC)将采取任何必要的措施保护FPSB和FPSCC在中国的利益，保护CFP所服务的社会公众或希望接受CFP服务的社会公众的利益。

　　声明提醒社会各界：希望了解CFP资格认证，可以访问www.fpscc.cn，这是国际金融理财标准委员会(FPSB)在中国唯一授权颁发CFP资格证书的机构--中国金融理财标准委员会(FPSCC)的官方网址。也可以访问国际金融理财标准委员(FPSB)的官方网址www.fpsb.org 以了解FPSB在全球各个国家和地区的CFP认证成员组织的有关情况。并着重指出，在访问相关网页时，要认清FPSCC的标志（如图）和FPSB的标志（如图）。

　　中国金融理财标准委员会(Financial Planning Standards Council of China, FPSCC, www.fpscc.cn)，作为中华人民共和国CFPTM资格认证唯一的管理者，独家授权在中国组织CFP资格考试、管理CFP资格认证、加强CFP品牌的执行与推广。负责在中国授予CFP证书，CFP认证标准在中国市场的本土化，审批管理CFP教育培训机构，监督CFP认证的考试管理，确保中国CFP商标在中国的正当合法使用，在中国建立CFP从业人员的专业素质、职业道德与执业能力的标准并负责执行与推广。

　　FPSB主席S. Timothy Kochis说：“中国已在全球经济中占据了举足轻重的地位，FPSB努力尝试在中国寻找合适的合作伙伴，共同建立以公众利益为基础的、以CFP的原则和标准为中心的金融理财职业。中国金融理财标准委员会(FPSCC)已经向我们和社会证明了它正是我们寻找的合作伙伴，我们非常欢迎FPSCC作为第二十个成员加入FPSB。”

　　FPSCC主任刘鸿儒说：“中国金融理财标准委员会(FPSCC)接受FPSB的唯一的排他性的授权，负责管理全球著名的CFP在中国的资格认证工作。通过引进国际广泛认可的CFP资格认证标准，FPSCC将会提高中国金融服务业从业者的专业素质与技术水平，并提升公众对中国金融理财业从业者提供的专业意见的信心。”

　　FPSB首席执行官Noel Maye 说：“我们与中国金融理财标准委员会(FPSCC)签署的协议具有排他性和唯一性，其它任何组织都无权在中国使用CFP商标或进行CFP资格认证。”

　　FPSB和FPSCC聘请美国、加拿大、台湾、香港的金融理财业业界专家，成立了国际咨询委员会(IAP)，帮助和指导FPSCC在中国引进CFP认证体系。

　　申请人必须具备FPSB和FPSCC要求的相关工作经验、参加指定的培训与考试并达到规定的职业道德标准，才有权在中国使用CFP商标。获得资格认证的所有CFP从业者必须完成专业的继续教育课程以维持较高的专业素质，并严格遵守职业道德准则和执业标准。为支持从业人员获得CFP资格认证，FPSCC已经建立了认证金融理财师(AFP)的培训、考试和认证制度，向在一定程度上达到CFP认证标准的从业人员颁发AFP证书。在条件成熟后的适当时机，FPSCC将审查批准其他教育培训机构提供CFP资格认证的培训。

　　FPSB由九名成员组成的董事会进行管理，董事会对FPSB国际会员大会负责。FPSB 国际会员大会是FPSB的顾问机构，由代表FPSB在不同国家和地区管理CFP认证的17个会员组织和3个准会员组织组成。目前受权或即将受权提供CFP认证的FPSB非营利会员所在国家和地区包括：澳大利亚、奥地利、比利时、

百慕大、巴西、加拿大、中国、中国台湾、法国、德国、中国香港特别行政区、印度、日本、

马来西亚、新西兰、韩国、新加坡、南非、瑞士和英国。

　　FPSB管理、开发并运作CFP的认证和培训以及其他相关项目，通过上述国家和地区的会员组织建立、维护并推广金融理财的国际化专业标准，使国际社会普遍受益，保护社会公众的利益。国际认证金融理财师CFP商标反映了FPSB多年里力求卓越的的努力，代表金融理财行业的最高专业水准。

　　BEJING, NOVEMBER 22 – Financial Planning Standards Board Ltd. (FPSB), the owner of the CFP, CERTIFIED FINANCIAL PLANNER and marks outside the U.S., today announced that it has enteredotnian association agreement with the China Foundation for the Development of Financial Education that will allow the nonprofit organization, working through the Financial Planning Standards Council of China (FPSCC), to become the exclusive administrator of the CFP certification program in the People’s Republic of China. Once FPSCC has met all of FPSB’s requirements to become an Affiliate member of FPSB, which FPSCC anticipates will be by the middle of next year, FPSCC will be authorized to administer CFP certification examinations and oversee the development, enforcement and promotion of CFP certification in the PRC.

　　“Given the importance of China in the global economy, Financial Planning Standards Board was committed to finding the right partner to work with to establish in the public’s interest a financial planning profession centered on the principles and standards of the CFP certification marks,” said S. Timothy Kochis, CFP, FPSB Chairman. “Financial Planning Standards Council of China has demonstrated that it is the right partner for our program in China, and we welcome FPSCC as the 20th member of the FPSB Council.”

　　Once FPSCC becomes a full member of FPSB – capable of awarding the CFP certification in China – it will have responsibility for: localizing the global CFP certification standards to the Chinese marketplace; registering education providers to offer courses; overseeing the administration of CFP certification exams; ensuring that individuals who use the CFP marks in China are properly authorized; and establishing, enforcing and promoting initial and ongoing competency, ethics and practice requirements for CFP professionals in China.

　　“Financial Planning Standards Council of China is pleased to have been granted exclusive rights by Financial Planning Standards Board to administer the world-famous CFP certification program in China,” said Mr. Liu Hongru, FPSCC’s Chairman. “By introducing the internationally-recognized CFP certification standards to China, FPSCC will improve the competency and skills of China’s financial services practitioners and improve the public’s confidence in the quality and advice of China’s financial planning practitioners.” "The agreement with FPSCC is an exclusive one. 　　To assist and guide FPSCC in introducing the CFP certification program to China, FPSB and FPSCC have formed an International Advisory Panel made up of certification and standards experts from Canada, Chinese Taipei, Hong Kong and the United States.

　　To earn the right to use the CFP marks in China, individuals must met appropriate experience, education, examination and ethics standards as defined by FPSB and FPSCC. Once certified, all CFP professionals must complete professional development courses to maintain their ongoing competency and adhere to a rigorous code of ethics and set of

To support a career pathway to CFP certification, FPSCC has introduced an Associate Financial Planner or AFP credential for those who have met some of the CFP certification requirements. FPSCC will register appropriate education providers to offer CFP certification education courses in China in the future.
