It tackles awiderange of improvements in budgeting, accounting, auditingandcontrol systems as well as related capacitydevelopment,organisational and motivational measures.It isenvisaged that theprogramme will extend up to 2015, but is brokendownotnia seriesof stages each with a defined set of achievementsthat provide aplatform for moving towards subsequent stages.Theprogramme isbeing supported by a wide range of development partnerswho havebeen fully consulted in the reform strategy developed byRGC andare making substantial support available both bilaterallyand inthe form of a Trust Fund.RGC fully appreciates that it willneedsignificant technical advice in implementing its ambitiousplans.It is now calling for expressions of interest fromconsultants withappropriate experience in a number of areas. Indoing so it willmake a number of appointments of which some will belong termadvisory positions (although not necessarily full time).Otherswill be shorter term and related to specifictechnicalactivities.Advisory positions will include positions inthefollowing areas:· Budget system development andmanagement·Treasury and accounting systems development andmanagement· Revenuesystem policy and operations· Non-tax revenue·IT systemdevelopment and maintenance in a PFM context· Procurementsystemdevelopment and management· Training and capacity developmentin aPFM contextSpecialist positions include, but are not limitedto,the following areas:· Asset management· Data flow andstreamliningin a PFM context· Accountability systems includingaudit· Cash flowplanning· Institutional development and nalreview(Detail Terms ofReference can be obtained via e-mail:[e-mail])Initialexpressions of interest are called forfrom individual consultantsor consulting firms who would like tosubmit consultants with acombination of practical, managerial,professional and advisoryexperience in these areas. Particularweight will be placed onhands on experience of deliveringsustainable change in theseareas.Most advisory positions will bepart time and inputs will bedrawn upon on a call down basis. Anability to mobilise quicklywill be a premium in the case of most,but not all, of thesepositions.
