　　项目编号: GJZB_NO.4287项目名称: 高等教育发展项目国 家: 约旦类 属: 咨询服务资金支持: 世界银行摘要:高等教育信息管理系统咨询贷款/信贷号码: 贷款号：4539-JO合同/投标号码:发布日期:2005-5-19截止日期:2005-5-31项目介绍:The Hashemite Kingdom of Jordan (HKJ)has received aloan from the International Bank for Reconstructionand DevelopmentIBRD and intends to apply part of the proceeds ofthis loan topayments under the contract to hire individualconsultant for theHigher Education Managem ent Information System(HE-MIS) - StudentInformation Management System.The servicesinclude the followingkey tasks: (i) Prepare a report on the currentstate of the use ofinformation systems at each university, focusingspecifically onexisting relevant systems; (ii) develop nal andtechnicalspecifications for the Student Information ManagementSystem tosuit the universities requirements; (iii) study andidentify thedata requirements from the universities needed for theMinistry ofHigher Education, Higher Education Council and theAccreditationCouncil; (iv) specify specifications and methodologyfor datacollection at the university-level to be provided to thecentraldatabase (HE-MIS); (v) develop human resource developmentplan foruniversity’s staff (technical and administrative) needed toanalyzethe information and indicators produced by the system, andtoadminister and maintain the new system; and (vi)identifyperformance key indicators for the area of workunderconsideration.The Project Implementation Unit (PIU) nowinvitesindividual consultants assisted by a system analyst who willbeprovided by the consultant to indicate their interest inprovidingthe services. Individuals must provide informationindicating theirqualifications and experience in the developmentand conception ofthe HE-MIS. The expected contract signature dateis the 4th week ofJune 2005 and the total level of efforts of theassignment isestimated to be 20 weeks, in which 12 weeks for theconsultant andeight weeks for the system analyst, the assignment isto beconducted continuously, therefore the consultant will beavailablefor the whole period in Jordan.Qualifications andExperience:Theincumbent is expected to hold the following essentialskills andexperience:(i) advanced degree in information systems,informationmanagement or related disciplines; (ii) extensiveexperience ofhigher education software applications and packages;(iii) aminimum of seven years experience in Student InformationManagementsystem for the Higher Education environment; (iv)experience indevelopment and conception of higher educationManagementInformation Systems and; (iv) excellent working knowledgeof largescale systems and Proven capabilities of systemsintegrations; andexcellent knowledge in developing and monitoringof highereducation indicators.A consultant will be selected inaccordancewith the procedures set out in the World Bank抯Guidelines:Selection and Employment of Consultants by World BankBorrowers(January 1997, revised Septr 1997, January 1999, andMay2002).Interested individual consultants must deliver theirCVbefore 31 May 2005 to the addressbelow.Contact:NCHRD.NationalCenter for Human ResourcesDevelopment.HEDP.Higher EducationDevelopment Project.Attn: Eng.Zaidoun Rashdan, ProjectDirector.Amman, Jordan.Tel: [phone].Fax: [phone].Email: [e-mail]:WB1501-656/05
