可行性研究报告

 

一、企业简介

山东省单县神州纸业有限公司，于1995年11月份成立，现拥有资产总额1100万元，占地面积15万平方米，建筑面积6800平方米，拥有现代化新闻纸生产线6条，新就业职工260人，可年产再生胶印新闻纸4万吨。

二、项目提出的理由

造纸工业是国民经济可持续发展的重要组成部分，但近几年来由于资源和能源越来越缺乏，对造纸工业的发展冲击很大，目前，世界范围内废纸的回收和利用率逐年提高，废纸脱墨制浆技术日趋完善，国内同类设备的性能及技术指标也已达到或接近世界90年代末水平。为适应高速印刷机及市场竞争的需要，在保证产品重要质量指标的前提下，适当降低新闻纸定量，提高白度，增强纸页的技术性能和强度，减少单位面积投入的原料和能源成本，现已成为新闻纸的发展方向。

三、市场分析

根据2004年统计资料分析，2004年纸及纸板的产量可达5100万吨，增幅为8.5%，预计2005年全国新闻纸年产量可达300万吨，消费量将超过350万吨，仍有50多万吨的缺口需要进口新闻纸，因此，该项目市场前景广阔。

四、建设内容

本项目生产规模为日产142.86吨，年产5万吨彩色胶印新闻纸。本项目产品的50%提供给广东宏远纸业，另外50%提供给省内的各新闻报社。

本次土建工程新增建筑面积14616m2，其中包括抄纸车间、废纸脱墨车间、成品房、锅炉房、格栅调节池、曝气池等。

五、产品方案

采用目前国内先进的废纸脱墨制浆工艺和抄造技术，纸产品的定量范围为45~52g/m2，产品等级为A级，随着企业技术水平的提高，通过调整原料结构，产品可达到双面彩印要求。

原料配比为：商品针叶木浆板10%

六、生产工艺流程

废纸进入车间后，先由人工拣选，然后由履带输送机送到已经加入化工原料脱墨剂与H2O2和热水的高浓水力碎浆机中，在12~15%的浓度下疏解，然后放入粗选机中处理，粗渣进入鼓筛处理，良浆送高浓除砂器除去石块、铁屑等重杂质。进入粗选筛筛选。粗选筛分二道，一道粗渣进入二道筛筛选，二道的筛渣再由轻渣分离器处理，以尽可能回收良浆，提高纸浆得率。粗选筛为孔筛。

ONP废纸和国内废纸一起混合在1#高浓水力碎浆机中处理。OMG废纸由2#履带输送机送入2#高浓水力碎浆机处理。经粗选机处理后的废纸浆，与OMG废纸一起筛选。

经过粗选的废纸浆，稀释到0.7~0.8%的浓度后进入浮选槽中浮选脱墨。浮选脱墨以压缩空气先破碎成小气泡，然后与纸浆混合，纸浆中的油墨粒子附着在气泡上，以泡沫的形式上升到纸浆的表面而分离出去。

浮选后的废纸浆以压力筛进行二道筛选。压力筛为缝筛。压力筛的良浆通过锥形除砂器除去纸浆中颗粒细小的重杂质，锥形除砂器按三段位置。废纸浆经过精选后，送圆网浓缩机浓缩和洗涤。纸浆的浓度使用2台55M2圆网浓缩机。浓缩过程中，除掉一些灰份，尤其是溶解在水中的易洗的油墨颗粒随白水被分离出来，纸浆更加洁净。浓缩白水中因含有油墨颗粒，故色度较深。白水被泵送至圆盘过滤机，得到的澄清水回系统循环使用，而固形物则作为杂质排掉。

经圆网浓缩机浓缩和洗涤后的纸浆，其浓度约为4%，以螺旋脱水机将纸浆浓度提高到10~14%，再由螺旋压榨机压榨，浓度达到30~35%。此时，浆料在热分散机中进入热分散系统。纸浆的热分散是加热纤维后进行机械的挤压和揉搓，从而使紧密结合在纤维上的颗粒与热融物溶出纤维表面并使颗粒微小，减少纸页在造纸干燥过程的不良影响。

废纸浆分散后，加入H2O2漂白剂，在高浓混合器中混合以25~30%的浓度进入高浓漂白塔进行高浓漂白。

废纸浆经过浮选脱墨和高浓漂白，白度可达57~60°

经热分散与高浓漂白后脱墨废纸浆，以双盘磨稍经打浆后，与商品针叶木浆、纸机损纸浆进行管道配浆。

商品浆板疏解后，以大锥度精浆机切断纤维，以双盘磨打浆后进行配浆，配浆后的成浆送入抄纸车间抄前池。

造纸机湿损纸浆直接进叩后损纸浆池。压光机损纸及复卷机损纸因其浓度不稳定，先经圆网浓缩机浓缩，再以纤维疏磨机疏解纸浆，叩后损纸浆进行配浆。

在纸浆配浆的同时，阳离子淀粉、增白剂和颜料、杀菌剂按顺序依次加入配浆池中。

本车间内设有二台圆盘过滤机。一台回收脱墨浆白水，另一台回收造纸机白水。脱墨浆白水以圆盘过滤机处理后循环使用，每吨纸可节约清水约120m3，同时减少废水排放约120m3/t纸。

造纸机白水用圆盘过滤机处理后，固形物为细小纤维与填料，可以作为回收浆返回配浆池再次使用，以节省纤维的用量；澄清白水返回造纸机循环，减少了造纸机的清水用量和污水排放。

由于废纸脱墨及浆板处理车间和造纸车间的白水均采用了白水回收循环使用，每吨纸的清水消耗只需50m3，除去蒸发及自然消耗外，相应排放的废水量也仅有约40m3/t，其中约34m3/t纸的污水需直接送至新建的中段水处理场处理，剩余的少部分循环水可直接排放。

本项目总投资额15400万元，其中企业融资6800万元，企业自有资金4600万元，尚有4000万元资金缺口。融资部分和企业自有资金已全部到位。

九、环境保护

目前该项目的环境保护已报山东省环保局批复，该项目是利用废旧报纸生产再用新闻纸，其主要污染源为脱墨黑液，治理费用低。对废水采用生化法处理后，达标排放，采用环保型锅炉，解决废气排放问题。采用先进的工艺技术和成熟可靠的设备和设施，对工业“三废”排放均符合国家规定的排放标准和要求。其水质将达到国家农灌水水质标准。

Ⅰ   Survey   of   the   Enterprise

Shandong   shanxian   shenzhou   paper   Industry   Limited   Company   was   founded   in    Novr , 1995.Now   the   total   capital   it   owns   is   11 million    Yuan.It   covers   150 thousand   square    meters, of   which  the   building   area  is 6800 square   meters . Now   the   company   has   6  modern   newsprint   product   line   and   it   has   a   new   staff   of   260  people . The  annual  output  of  reclaimed  offset  neusprint  is  40  thousand  tons.

Ⅱ   Reasons   for   the   project

Paper-making   Industry   is  an  important  part  of  national  economy  substainable  development. But  in  recent   years,because  the  natural  resources  and  energy  resources  are  more  and  more   deficient ,it assaults  the  paper  making  industry  development   greatly .At  present, the  recovery  and  usage  rate  of  the  waste  paper  is  increasing  by  years . In  the   world, the  technology  of  the  waste  paper  removing  ink  and  pulp  making  is  well  equipped  day  by   day .Domestic  similar equipments  fnction  and  technical  index  have  been  up  to  or  near  to  the  level  of  the  late  years  of   1990s. In  order  to  fit  in  with  the  needs  of  high  speed  printing  machine  and  market  competition , on  the  base  of  guaranteeing  product  quality  index ,the  development  direction  of  newsprint  is  to  reduce  newsprint  ration  properly ,make  the  paper   whiter, border=1Heighten  papers  technical  characteristics  and   intensity, reduce  raw  materials  and  energy  cost  used  in  the  unit   area.

Ⅲ   Market   Analysis

According  to  the  analysis  of  the  statistical  data  of   2004 ,the  output  of  the  paper  and  paper  board  will  be  51million   tons, the  increase  range  is  8.5% .Its  estimated  that  the  annual  output of  newsprint  in  2005  in  our  country  will  be  3 million   tons. The  consumption  will  be  over  3.5 million   tons. But  a  breach  of  more  than  0.5 million  tons  newsprint  is  still  needed  to  import. So  the  market  prospect  is  very   bcenter.

Ⅳ   Construction   Content

The  production  scale  is  142.86 tons  per  day  and   50thousand  tons  coloured  offset  mewsprint  per   year.50%  of  the  output  will  be  supplied  to  Guangdong  Hongyuan  Paper  Industry ,the  other  50% will  be  offered  to  newspaper  offices  in  our   province.

The  newly  increase  building  area  is   14616m2 .Among  it  therere   workshops ,product   house,boiler  house  and  so   on .

Ⅴ   Product   Plan

Because  we  apply  domestic  mordern  technology  of  waste  paper  ink  removing  and  pulp   making, the  paper  product  ration  scope  is   45-52g/m2,the  product  standard  is  Standard  A. With  the  impovement  of  technical  level  of  the   enterprise, by  adjusting  the  structure  of  the  raw   materials, the  product  is  double-faced  coloured   printing .Raw  material  proportation :

The  total  investment  is  154million  Yuan. Among   it  the  circulate  necessary  funds  is  68million   Yuan.the  fund  raised  by  enterprise  independently  is  46million  Yuan. But  theres  still  a  capital  breach of  40 million  Yuan. The  circulate  necessary  fands  and  the  funds  raised  independently  by  enterprise  have  been  prepared  enough .

After  the  project  is  put  into  operation , the  annual output  of  coloured  offset  newsprint  is  50  thousand  Tons.

Ⅷ   Environment   Protection

At   present,the  environment  protection  has  been  given  an  official  by  Shandong  Province  Environment  Protection  Bureau.  The  project  is  using  waste  and  old  newspaper  to  produce  reclaimed  newsprint . The  main  pollution  source  is  the  black  liquid  from  removing  the  ink .  The  treatment  expense  is  low. After  the  waste  water  is  treated  by  bioloyical  and  chemical  methods , it  is  excuded  without  pollutant . We  will  apply  environment  protecting  boilers  to  solve  the  problem  of  waste  water  emission . we  will  use  advanced  technoloyy  and  reliable  equipments   to  makeThree  Waste  emission  fit  for  national  rule.
