传真：0086—530—4669778二、项目提出的理由黄岗镇总面积130平方公里，耕地面积10.5万亩。地属北温带黄河冲积平原，四季分明，光照充足，盛产花生。全镇花生种植面积5万亩，单县是全国花生生产基地，花生资源丰富，周边四省所属各县花生种植面积在30万亩以上。年产花生及市场交易额20万吨，花生品种优良，种植环境无污染，是天然优质绿色食品。激烈的市场竞争，对花生进行精加工、深加工提出了新的要求，新上技术含量高、附加值高的花生深加工的产品已成为必然选择。目前，国内市场对高档花生色拉油的需求很大，投资花生色拉油项目，市场空间巨大，经济效益可观。三、市场预测随着我国经济的发展和人们生活水平的提高，油脂食用量逐年增加，在食用油脂消费中，人们趋向高营养、绿色的选择。在发展高级烹调油的基础上，发展绿色的花生色拉油越来越受到人们的重视。目前，花生色拉油已越来越受到现代家庭的青睐。它除了具有其它油的特点外，还具有浓香、色淡、味美、烟少等特点，是良好的食用油脂，有十分广阔的市场前景。四、项目建设的有利条件黄岗镇有全县唯一的“单县花生批发市场”，是四省八县交界处花生的主要集散地，年花生交易量1亿公斤，原料市场供应充裕。黄岗镇位于苏鲁豫皖四省交界处，省道单虞公路纵贯南北，浮杨路等三条交通干线横穿东西，南靠陇海铁路，西临京九铁路。区位优质明显，交通便利，四通八达，贸易活跃，物畅其流。黄岗镇基础设施配套完善。电力设施可靠性强，原有配变容量10000千伏安，2003年新上了黄浮高压线，实现了双回路供电，电价低廉，电量充足，保障工农业生产用电需要。供排水系统设施配套完善。水资源丰富，无污染，供水系统能充分满足花生加工生产需求。通信设施先进，微机上了宽带网。经济发展环境宽松。黄岗镇党委、政府在用地、税费等方面出台了一系列优惠政策。镇政府无偿提供土地八年。八年后，每亩每年租金520元。项目建设期间，免收一切费用。项目投产之日起，一年内免收一切费用；三年内免收一切行政性收费；五年内企业的所得税按实际交纳额的地方留成部分、三年内增值税地方留成部分的80%，由镇政府奖励给企业。镇政府成立了招商引资办公室和治理经济发展环境办公室，对企业实行“扎口管理”、“一口收费”，全程服务，不经批准，任何单位和个人不得入内检查、收费、审计、罚款、集资。否则，企业有权拒交。五、建设规模及工艺流程拟建日产300吨色拉油生产厂，年产色拉油8.8万吨，混合脂肪酸900吨，主要引进国外成套油脂精炼设备、制瓶灌装生产线设备，以及厂房、油罐等辅助设施建设。主要加工机械包括：水化脱胶设备、脱酸设备、脱色设备、脱臭设备、脱腊设备。工艺流程：毛油→脱胶→脱酸→脱色→脱臭→脱蜡→花生色拉油。六、投资概算和资金来源项目总投资10000万元。该项目由投资方独立投资，独立核算。镇政府提供全程服务，并帮助项目用地的选址及租用或征用，确保投资方项目用地要求。七、经济效益分析1、年可实现销售收入6亿元，年创利税3000万元。2、投资回收期5年。八、项目对环境的影响废水：项目主要清洗用水无毒害物质排放，完全符合国家废水排放标准。噪音：生产中噪音很小，低于60贝，对人体不构成伤害。烟尘：动力、热源全部使用电力、无烟尘排放。因此，该项目是无污染、无噪音、无烟尘，完全符合环保要求的项目。ⅠSurveyof the project1、Title of the Project : Peanut salad OilProductionProject2、Project Location : Huanggang Township , ShanCounty ,Shandong Province .3、Project unit Huang gang Township ,Shan County, Shandong ProvinceⅡ Reasons for the projectHuanggangTownship has atotal area of 130 square kilometres , of which 105thousand mu iscultivated .
