　　项目编号: GJZB_NO.4197项目名称: 税务管理部门现代化项目国 家: 俄罗斯类 属: 咨询服务资金支持: 世界银行摘要:征税程序和技术改进贷款/信贷号码:合同/投标号码:发布日期: 2005-4-25截止日期: 2005-5-16Thisrequestfor expressions of interest follows the General ProcurementNoticefor this project that appeared in UN Development BusinessNo. 636 ofAugust 16, 2004.The Russian Federation has received aloan from theInternational Bank for Reconstruction and Development(IBRD) towardthe cost of Second Tax Administration ModernizationProject (TAMP-2)and intends to apply a portion of this loan toeligible paymentsunder the following contract for consultingservices: 揑mprovetechniques and procedures for recovery andwrite-off of tax arrears;Creation of a solvency review andmonitoring system fororganizations under bankruptcy?The main tiveof the contract is todevelop proposals for FTS of Russia toorganize activities aimed atrecovery of tax arrears, write-off ofuncollectible arrears,provision of bankruptcy mechanisms andimprovement of taxadministration.The Consultant shall perform thefollowing services:·Develop proposals to improve mechanism forrecovery of tax arrears;·Develop methodological recommendationswith regard to improve theprocedures to write off uncollectiblearrears.· Develop proposals toimprove the procedure for filling indocuments to be presented tothe Court Bailiffs Service of theRussian Federation for recovery oftax arrears at thetaxpayers?expense.· Develop proposals to improveinteractionbetween tax authorities and other federal bodies aimedat obtainingmore complete information on taxpayers.· Designmethodologies toassess business solvency of organizations and toprovide efficientmonitoring of organizations and to reveal trendsin changes ofbusiness solvency.· Develop recommendations withregard toimplementation by tax administration of procedures toenforcerecovery of tax arrears.The period for implementation oftheassignment is estimated at 11 months.The Federal Center forProjectFinance acting as a Project Implementation Unit on behalf oftheFederal Tax Service of Russia now invites eligible consultantstoindicate their interest in providing the above services.Interestedconsultants must provide information indicating that theyarequalified to perform the services (brochures; detion ofsimilarassignments including information about duration of theassignment,contracts value, firm抯 input; experience in similarconditions;availability of appropriate skills among staff;recommendations,client抯 opinions etc.).
