BP同意改革美国工厂安全问题

  BP has agreed to implement the changes proposed in a damning independent report into safety at its five US refineries after the investigative panel identified “material deficiencies” in the group's safety performance.

  “Significant process safety culture issues exist at each refinery, not just the Texas City facility,” concluded the panel, chaired by James Baker, former US secretary of state. The panel was set up on the US government's recommendation following the enormous explosion at BP's Texas City refinery in March 2005

  But Lord Browne, the outgoing chief executive, rejected the finding that the company had not given adequate resources to ensure safety. “I certainly never turned down a request [for safety funds],” he said yesterday, adding that BP had “never focused on profits above safety”.

  The findings are likely to be used against the company in the many outstanding civil cases against it.

  英国BP石油公司已同意实施独立报告中提出的变革措施。该独立报告指出,该公司在其5家美国炼油厂安全问题上存在“重大缺陷”。

  由美国前国务卿詹姆斯·贝克领导的调查小组得出结论:“不光是得州城的炼油厂,该公司的每家炼油厂在安全文化建设方面都存在重大的问题。”调查小组是2005年3月该公司得州炼油厂发生火灾后成立的。

  但是,就英国BP石油公司没有提供充足的资源来确保安全这个问题,即将离任的英国石油首席执行官布朗勋爵昨天拒绝接受这一调查结果:“我肯定从未拒绝过任何一个安全资金方面的要求。”他还表示,该公司“从未将利润置于安全之上”。
