ria, is to Increasethe Government’s long-term institutionaland technical capacity tomanage Nigeria’s mineral resources in asustainable way, includingthe establishment of a basis for povertyreduction, and ruraleconomic renewal in selected areas of thecountry, via thedevelopment of non-farm income generatingopportunities, throughsmall-scale mining, seeking to diversifyfrom oil sources of income.The first component - economicdevelopment and livelihooddiversification in artisanal andsmall-scale mining areas - willcontribute to increased productionby artisanal and small-scaleminers, in an environmentally andsocially sustainable way, achievedthrough the empowerment ofsmall-scale miners, and surroundingcommunities that dependdirectly, or indirectly on the exploitationof solid minerals toensure their sustainability. Component A willhave a demand drivenapproach, whereby cooperatives and associationsof artisanal, smallscale miners, and the affected communities willbe empowered totake charge of their own development agenda, anddefine their ownneeds in the context of business, and communitydevelopment plans,namely access to credit finance. The secondcomponent aims atstrengthening governance and transparency inmining, to improveNigeria’s competitiveness, and attract privateinvestments inmining. The activities supported by the Projectinclude: (a)Revision and modernization of the legal and fiscalframeworks formining; (b) Institutional capacity building forefficient publicmining institutions and transparent management ofthe sector; (c)Development of a computerized registry, and MiningCadastre systemin accordance with international standards; and, (d)Development ofenvironmental and social management practices withinthe miningsector. The Private Sector Development component willsupportGovernment efforts in facilitating the development of anationalmining industry, led by an efficient private sector. Thecomponentwill also support the restructuring of State-ownedminingenterprises. Within this framework, the Project will support,andstrengthen the geological infrastructure (geophysical,geologicalmapping, and mineral assessments) as well as thedevelopment of anational solid minerals information system topromote investment inthe mining sector. The Project Coordinationand Managementcomponent will manage all procurement aspects,including allcontracting for works and purchases, and hiring ofconsultants;coordinate project monitoring, reporting andevaluation; and,oversee the project financial managementandrecords.Procurement:Goods: Goods procured under this projectwouldinclude: project vehicles, computers and accessories,software,communication and Office equipment, and Publications, etc.Theprocurement will be done using the Bank’s SBD for all ICBandNational SBD agreed with or satisfactory to the Bank.Procurementfor readily available off-the-shelf goods that cannot begrouped orstandard specification commodities for individualcontracts of lessthan US$ 50,000 equivalent, may be procured underShoppingprocedures as detailed in graph 3.5 and 3.6 of the WorldBank抯Guidelines: Procurement under IBRD Loans and IDA Credits and 9June2000 Memorandum Guidance on Shopping issued by theWorldBank.Selection of Consultants: Consultancy services whichincludescenter Studies on Artisanal and Small Mining,SectoralEnvironment and Social Assessment, Resettlement andPolicyframework, process framework, Mining Prospective andcarryingexternal audit etc., from firms and individuals would beselectedusing requests for expressions for interest, short listsand theBank’s SRFPs,erehwrequired by the World Bank’ Guidelines.Shortlists of consultants for services estimated to cost less thanUS$200,000 equivalent per contract may be composed entirelyofnational consultants in accordance with the provisions of graph2.7of the Consultant Guidelines. The recruitment ofconsultingservices will includes hiring of Research InstitutesandUniversities, and ’individuals from these entities, will alsobecontracted to carry out various studies, data collection,andmonitoring and evaluation. The appropriate selection methodforeach consulting contract would be established in theProcurementPlan.
