Theprojecthas the following three components: Component (1) willimprove thehealth status of the Malawian population by increasingaccess toquality essential health services. The main mechanismfordelivering quality care would be by making thealready-definedEssential Health Package (EHP) accessible to all,but especially inthe most rural and disadvantaged districts and tothe poorest andvulnerable populations. Component (2) will increasethe number ofstaff available through continuation of the six-yearemergencytraining plan, a concerted recruitment campaign, financingand thenfilling current vacancies, the use of volunteers andcontract staffand other stop-gap staffing strategies. Component (3)will improvethe effectiveness and efficiency of both the healthsystem and thereferral network to support delivery of the EHP. Itwill be dividedinto two subcomponents: (a) Support for centraloperations and, (b)Support to district operations. Greater emphasiswill be placed onsupport to operations at district andlowerlevels.Procurement:Works: Works procured under this project,wouldinclude: civil works construction and maintenance works forhealthinfrastructure. The Bank’s standard bidding documents (SBD)will beused for all international competitive bidding (ICB). ForNCB,until national standard bidding documents satisfactory to theBankare developed, Bank’s standard bidding documents (SBD),withmodifications as appropriate, shall be used. Contracts, whichmeetthe requirements of graph 3.17 of the procurement guidelines,maybe procured using community participation/force account.Thedetailed procedures when using community participation willinaccordance with the MASAF manual and will be agreed withthecollaborating partners.Goods: Goods procured under thisprojectwould include: Procurement of health goods (drugs,medicine,medical and laboratory equipment, vehicles, furniture,officeequipment and supplies etc. The Bank’s standard biddingdocuments(SBD) will be used for all international competitivebidding (ICB).For NCB, until national standard bidding documentssatisfactory tothe Bank are developed, Bank’s standard biddingdocuments (SBD),with modifications as appropriate, shall be used.HIV/AIDS drugsand related supplies specific procurement methodswill followprocurement methods identified in the procurement planwhich willbe reviewed by the project team/collaborating partners.Thespecific procurement methods to be identified in theprocurementplan will be chosen takingotniconsideration the marketsituationof each product, the nature of the medicines and medicalsuppliesand the critical dates for delivery. The figure at the endof thisannex summarizes the considerations to be made inselectingappropriate procurement methods for HIV/AIDs drugs andrelatedsupplies. ARVs, HIV test kits, specialized drugs, software,spareparts and accessories which are of proprietary nature may withIDAconcurrence, be procured under contracts negotiated directlywiththe manufacturers/suppliers or theirauthorizedagents.Non-consulting services: These include security,cleaning,sanitation, landscaping services etc.Selection ofconsultants: Someof the consultant services required includestudies, works designand supervision, financial management,procurement, planning andhealth services. The Bank’s standardrequest for proposals (SRFP)would be used for all consultingassignments Estimated to cost morethan US$ 100,000. For assignmentless than US$ 100,000 untilacceptable national standard request forproposal documents aredeveloped, Bank’s standard request forproposal documents will beused. Short lists of consulting servicesestimated to cost lessthan US$ 100,000 equivalent per contractmaybe composed entirely ofnational consultants in accordance withthe provisions of graph 2.7of the Consultant Guidelines.
