中国社会科学院世界经济与政治研究所国际金融研究中心副主任，《世界经济》编辑部主任，《国际经济评论》编委。
中国社会科学院研究生院世界经济系博士(2000年)，中国社会科学院研究生院世界经济系硕士(1996年)，海南大学经济学院国际贸易专业学士(1993年)。1998至2000年在美国哈佛大学经济系做访问学者。
主要研究领域为国际金融、公共财政、国际政治经济学、制度变迁理论。

Deputy Director of World Economy and Politician Research Center at China Academy of Social Science. Chief Editor of Journal of word economy and editor of International Economic Review, both of which are sponsored by the center.
Dr. He earned Doctor's Degree as well as M.A. in economics from Chinese Academy of Social Sciences, in 2000 and 1996 respectively, and his B. S. from Hainan University in 1993. From 1998 to 2000, he studied in Harvard University as a visiting scholar.
His research focuses on international finance, public finance , international political economics as well as institution evolution.
