李俊峰

　　国家发改委能源研究所副所长

　　李俊峰，研究员，1982年毕业于山东矿院电气工程系，获学士学位。长期从事能源经济和能源环境理论的研究。先后组织并主持了我国第一部可再生能源法、国家中长期可再生能源规划的起草工作、参与了国家中长期科技发展纲要的研究和起草工作，完成了中国第一个清洁发展机制项目的组织与实施。曾任“十五”国家高技术863计划后续能源主题责任专家和国家高技术973计划氢能专题顾问，组织了我国“十五”期间风力发电和太阳能光伏发电高技术计划的实施等工作。目前是国家发展和改革委能源研究所学术委员会主任、副所长，内蒙古自治区政府科技顾问，中国再生能源学会和中国沼气学会副理事长、国际风能理事会副主席、国际21世纪可再生能源政策委员会副主席。主要论著有：《中国温室气体排放控制问题研究》、《中国可再生能源技术评价》、《风力-12在中国》、《中华人民共和国可再生能源解读》、《中国光伏发电技术市场分析》、《中国风电发展报告2007》、《中国光伏发展报告2007》、《中国可再生能源产业发展报告2007》、《中国风电发展报告2008》等。

　　Mr. Li Junfeng is currently serving as theDeputy Director of Energy Research Institute, National Development and ReformCommission. He also holds the professional and academic positions as a Professorand the Chair of the Academic Committee of ERI, and the General Secretary ofChinese Renewable Industrial Association, Vice-Chairman of Global Wind Energy Council,Vice-Chairman of REN 21, etc. He was graduated from Shandong Mining Institutein 1982. Mr. Li is the focal point of REEEP program for the Region of EastAsia. He engaged himself of the projects development for GEF and World Bank,UNDP and other program for renewable energy development in China. Recent years, he alsoinvolved in Climate Change issue, especially in technology transfer, CDM and carbontrade issues, and has been heading the development of the first CDM project in China.He chaired the Sustainable Energy Task Force of the Chinese High Technology 863Programme under the tenth national five-year plan, and the member of the HydrogenTask Force of National High Technology 973 Programme. He facilitated theimplementation of the national high technology programme for Wind and Solar PVwithin the tenth five-year plan. Meanwhile, he is also the chief leader authorfor the development of Chinese Renewable Energy Law.
