中国企业社会责任(上海)国际论坛背景(英文版)

    由商务部《WTO经济导刊》杂志社、欧洲企业社会责任协会(CSR EUROPE)、解放日报报业集团和中国劳动关系学院等单位共同主办的2006企业社会责任优秀案例国际展暨中国企业社会责任(上海)国际论坛将于3月27-28日在中国上海太阳岛国际俱乐部召开,以下为论坛背景(英文版):

  Responsible Competition

  to Contribute to Chinese Society

  The export enterprises which lead in committing the social responsibilities and meet the international standard will take the lead in setting good international example of Chinese enterprises, as well as accelerate the transition of China from a big export country to a powerful export country;

  Large excellent Chinese enterprises which lead in committing the social responsibilities will veritably take a room in the 500 world most excellent enterprises;

  The enterprises which lead in implementing the strategy of committing social responsibilities will remain invincible under new rules that contain social responsible competition;

  The foreign enterprises which successfully combine the social responsible practice and the situation of China will last out in sharing the production of highly development of Chinese economy.

  China CSR International Forum (Shanghai) will be held on March 27-28, 2006, in Shanghai. The forum is initiated by following organizations:

  CHINA WTO TRIBUNE of the Ministry of Commerce

  CSR EUROPE

  Jiefang Daily Group

  China International Center For Economic And Technical Exchanges

  China Institute of Industrial Relations.

  The forum is continuation and deepening of the “2005 Sino-European CSR International Forum” and the “2006 China CSR Forum (Guangzhou)”.

  Along with the process of economic globalization, the profit procurement means of multinational corporations have been changing. The responsibility consumers are getting care about whether the commodity they purchase will meet the human rights standard and the environmental protection standard; the responsibility investors lead the enterprises to emphasize in improving the labor’s working conditions and environmental protection. Responsibility consumption and responsibility investment form two great pressures beyond shareholders of the enterprises. This impels the multinational corporations to consider not only their profits, but also the requirements relevant to their profits. It is also direct reason that the multinational corporations act as the global CSR pioneer.

  CSR development in Europe and America, no more stays on summon of moral appeals and responsibility. CSR management does not just contain principles, proposes, but also forms a series of standards, facilities and methods. International Organization for Standardization (ISO) is organizing to set up of the global united social responsibility management system. It also plans to release the ISO26000Q social responsibility management system in 2008. It is a milestone of enterprise management development after ISO9000 Quality Management System promulgated in 1987, and ISO14000 Environment Management system promulgated in 1997. Actually, it brings up higher requirements to the enterprise management. The enterprises shall manufacture “low cost and high quality” products as well as keep environmental sound during the manufacturing process. Also, the whole manufacturing process should be responsible for the environment, employees, customers, communities and other related interest groups. Pure market competition will gradually become full competition of both environmental and social responsibility.

  CSR is globalizing along with the global practice of multinational corporations. The detailed contents of responsible competition have specific territorial characteristics (localization of CSR). The specific meanings of CSR differ in different countries and different developing stages. It is opposition and unification of globalization and localization of CSR.

  The Chinese local enterprises should explore a route to incorporate CSR basic principle and actual situation of China, for better commitment of CSR. It is the necessary route that multinational corporations shall take in commit CSR as well.

  After the implementation of “reform and open” policy for more than 20 years, Chinese economy has procured marvelous achievements. However, there also exist such problems as wealth gap, territorial inequality factors, security of the employees’ rights and interests and deterioration of the environment. CSR performance in China is actually to combine one’s own professional advantage and the social and environmental problems. The enterprises could obtain favorable economic benefits as well as solving the problems. When each enterprise realizes the importance of doing this, the objective of constructing a harmonious society will be achieved unaffectedly.

  Main topics for discussion are as follows:

  1. “Responsible competitiveness = CSR + professional advantages of the enterprises.”

  3. CSR becoming as the mainstream of business management and practice.

  ·Promulgation: Responsible competition is neither a hallow catchword nor simply equals to excess operational costs, but a means which could bring with economic effects, a key support of the enterprise’s long-term economic profits, as well as an important embodiment of the social progress.

  ·Advance the close cooperation among the government, enterprises and the organizations, discuss together about CSR route in China.
