相比国内其他手机厂商，中电通信(CECT)在产品研发领域就显得更加具有竞争优势。2001年7月，中国电子信息产业集团公司(CEC)购并飞利浦的研发机构，使得其握有全球尖端的手机研发技术。再加上其他三个具有强大实力的研发机构，北京昌平研发机构，目前有研发人员176人；上海研发中心，目前有研发人员86人；惠州研发中心，目前有研发人员153人。四大研发机构开发的手机软件技术、工业设计在国内手机行业占据举足轻重的地位。
中电通信(CECT)拥有占地面积683000平方米的GSM、CDMA手机生产基地。位于北京昌平高科技园厂房占地17000平方米，装备年产400多万台CDMA手机的国际一流生产线，拥有静音室、屏蔽室等基础设施建设和大量的仪器设备以及工具软件。2002年已投资8000万兴建的中电手机生产基地，位于珠江三角洲的惠州，占地面积82万平方米。其中，手机总装厂建筑面积12万平方米，预计投资3亿元，计划2004年上半年基本完成，将形成年产1500万部手机的生产能力(总规划年生产能力为3000万部手机)，产值突破100亿的专业手机制造基地。中电通信(CECT)手机生产基地总规划目标为产值突破200亿，税收突破30亿。

Background Information of CECT
CEC Telecom Co.,Ltd(CECT)is one of the a few companies that have been authorized to produce GSM and CDMA mobile phones together，and its registration capital is 300 million RMB.
In 2002,Qiaoxing Mobile phone Company purchased 65% shares of CECT. In February 2003,a new CECT which has a Chinese and foreign joint-stock background was established: Qiaoxing Mobile phone holds 65% shares; CEC holds 25% shares; Tianjin TEDA Co.,Ltd holds 10% shares. The entrance of Qiaoxing Mobile phone has brought a great deal of capital and advanced administration experience to CECT. Now CECT has the most advanced research and manufacture ability in China and has commanded the advanced international information technology of GSM, GPRS, PDA, CDMA mobile phones and increment services, its 2.5 G and 3 G technologies of GSM and CDMA mobile phones have achieved the first-class international capability. In 2002,CECT sold 1,200,000 mobile phones and its production value reached 1600 million RMB.
Compared with other domestic mobile phone manufacturers, CECT has a obvious advantage in the competition of research and development area. In July 2001, CEC purchased Philips’research and development department and therefore it has gained the advanced research and development technology of mobile phones in the world. CECT has other three research and development agencies: Beijing Changping R&D center, now it has a staff of 176;Shanghai R&D center, now has a staff of 86;Huizhou R&D center, now has a staff of 153.The software technology and industry design of these four agencies are playing important roles in domestic mobile phone trade.
The total area of mobile phone manufacture base of CECT has reached 683,000 square meters. The workshop located in Beijing Changing High Technology Park occupies 17000 square meters and it owns a first-class international product line that is able to produce 4 million CDMA mobile phones annually. The mobile phone manufacture base of CECT located in Huizhou was built in 2002,it occupies 820,000 square meters it has been invested in for about 80 million RMB. The mobile phone assembly plant of the base occupies 120,000 square meters and it is estimated that the total investment of the plant will be 300 million RMB. The plant will be accomplished in the first half of 2004 and be able to produce 15 million mobile phones annually (the annual total throughput is going to be 30 million mobile phones), and the production value is going to be 10 billion RMB.
The goal of the program of CECT mobile phone manufacture base is to exceed 20 billion RMB in production value and 3 billion RMB in revenue.
